The NPU number is not the answer
The phrase AI PC covers two different machines. One is a thin-and-light with a neural processor that accelerates the AI features built into Windows, which is what Copilot+ certification measures. The other is a machine with enough fast memory to hold a language model and run it locally. A laptop can satisfy the first definition completely and still be unable to load a 32B model, so this page separates the two rather than blurring them.
A 45 or 50 TOPS neural processor is excellent at the small, quantised models Windows uses for live captions, background effects and local search. It is close to irrelevant for a 32B language model, which runs on the GPU or not at all.
What to buy instead
For local models in a laptop you are choosing between a discrete NVIDIA card, which gives you its VRAM and real speed, and a unified-memory machine, which gives you far more room at lower bandwidth. A 24GB mobile RTX card and a 96GB unified machine are good at completely different things.
Usable AI memory decides what a machine can load at all, and memory bandwidth decides how fast it answers once loaded. Those two numbers matter more than the processor name on the box. A machine with a large unified pool and modest bandwidth will run a very large model slowly; a machine with a fast narrow pool will run a small model quickly and refuse a large one outright.
Battery and heat are part of the specification
Local inference is a sustained GPU load. Expect a laptop to run hot, loud and briefly on battery while generating. If you intend to work this way daily, the chassis and cooling matter as much as the silicon.
